Coastal erosion mitigation works supervision services

In its capacity as an engineering company, EPMC acts as Works Supervisor, ensuring the successful implementation of the investments and compliance with the provisions of the public funding secured by the beneficiary, National Administration “Romanian Waters” (ANAR), amounting to RON 3,805,641,720.80. EPMC is therefore responsible for overseeing the successful completion of the 11 works contracts in terms of quality, cost control and time schedule.

Modernization of Water Supply and Sewerage Networks

More than 300.000 residents in 174 cities, towns, communes across Cluj and Sălaj counties (76 in Cluj county and 98 in Sălaj county) will benefit from new drinking water supply and sewerage services by a european-funded investment exceeding EURO 355 mil. EPMC provided tehnical assistance for financing the Regional project for water and wastewater infrastructure development: feasibility study and tehnical design for the investment project and preparation of the financing application for EU funding.

Rehabilitation of Water Supply and Wastewater Networks

The regional operator APA SERV Valea Jiului SA and EPMC Consulting are implementing 13 works contracts for the rehabilitation of water supply and wastewater networks in the localities of the Jiu Valley, under the project “Modernization of Water and Wastewater Infrastructure in Hunedoara County (Jiu Valley) 2014–2020.” EPMC provided technical assistance for project management, works supervision and awareness.

Management Plans and Conservation Management

EPMC specialists have developed the Management Plan for ROSPA0139 Metaliferi Mountains Piedmont – Vințu (including the 2.519 Măgura Uroiului Natural Reserve) and ROSCI0419 Mureș – Cugir.

Implementation of the Management Plan for ROSCI0263 Valea Ierii Site, Cluj County

EPMC implemented the Management Plan for the Natura 2000 site ROSCI0263 Valea Ierii – according to the provisions of SMIS 103698 project, finance by the Large Infrastructure Operational Program (POIM) 2014–2020.

AREAS OF WORK

We provide technical assistance for the preparation of funding applications and for project implementation.

We make our expertise available to our clients in addressing multiple aspects related to the relationship between them and the funding authorities and, most importantly, we ensure compliance with applicable legislation and with the provisions of the financing agreement, so that the project funding is fully secured.

Waste management and circular economy – funding proposals

The municipal waste sector has been one of our core areas of specialization since the first EU programming period 2007–2013, following Romania’s accession to the European Union. We have been active in numerous counties across Romania, supporting the development and implementation of the first Integrated Waste Management Systems. During the 2014–2020 programming period, we continue by preparing County Waste Management Plans and developing projects for Integrated Waste Management Systems. In the 2021–2027 programming period, several of our projects are being phased and further implemented.

Water and wastewater – project management, works supervision and awareness campaigns

We are consultants for project preparation and management, as well as works supervision, in the development and implementation of regional water supply and wastewater infrastructure projects in the counties of Cluj – Sălaj, Dâmbovița, Călărași – Ialomița and the Jiu Valley area.

Climate changes – flood mitigation

We act either as consortium leader or consortium partner under service contracts for the preparation of feasibility studies, funding applications (full application packages, including institutional analysis, cost-benefit analysis, climate change analysis, environmental impact assessment, water bodies impact assessment etc.), detailed technical design and tender documentation related to flood mitigation investments.

Climate changes – coastal erosion works

The coastal erosion affecting the Romanian Black Sea shoreline represents a significant environmental risk. Without concrete intervention measures, shoreline retreat could have generated severe environmental, social, and economic impacts. The major project implemented by the Romanian National Administration “Apele Române”, Coastal Erosion Reduction – Phase II (2014–2020), within which EPMC provides technical assistance services for the supervision of design and construction works across all 11 contracts, represents both a complex challenge and a valuable opportunity to support Romania’s efforts to fight against erosion and to protect tourism, private property, marine biodiversity and wetland ecosystems. Within the project, with a total value of RON 3,805,641,720.80, EPMC acts as the Engineer (works supervision authority), ensuring the successful implementation of investments and compliance with the public funding requirements secured by the Romanian Waters National Administration. The company’s role is to ensure the successful completion of works contracts in terms of quality, cost control, and timely delivery.

Energy efficiency - residential energetic efficiency

Energy efficiency of residential buildings and the modernization of district heating systems is a sector in which we have been actively involved under both the Operational Sectorial Environment Program (POSM) 2007–2013 and the Large Infrastructure Operational Program (POIM) 2014–2020 funding frameworks.

Renewable energy

The European and national policy framework aimed at accelerating investments in renewable energy, in order to combat climate change and strengthen consumers’ energy independence, has created a clear opportunity for us to initiate and secure funding for projects focused on harnessing renewable resources, including biomass and geothermal energy.

Soil – contaminated sites

The rehabilitation and decontamination of historically polluted lands, particularly in areas affected by former 1990 Romania`s steel plants, has represented a major challenge for Romania since its accession to the European Union. During the 2007–2013 funding period, we identified two contaminated industrial sites and provided remediation services, as well as support for their re-development and preparation for new economic roles. In the current funding period, we continue to be actively involved in this sector and are preparing a funding application for the closure and rehabilitation of a hazardous industrial waste landfill and the closure of 6 municipal waste landfills.

Biodiversity

Growing concerns regarding the protection and conservation of fauna and flora species, as well as natural habitats, following Romania’s accession to the European Union and to Natura 2000 Network, together with the need to align national legislation with EU requirements, have been translated into continuous impact assessment services for programs, projects, and, in general, any areas of business that might influence the biodiversity.

Environmental permitting and compliance consultancy

Our core business interest used to consist of integrated consultancy services in the fields of environmental protection and water management for regulatory permits and approvals. These services are complemented by operational consultancy during the investment operation phase, including legislative updates, reporting, environmental auditing, and related compliance support.

Public procurement

We provide services to contracting authorities that carry procurement procedures, supporting them throughout the entire process, up to the signing of contracts.

Drafting legislative proposals – policy and strategy substantiation

We are also present in development of legislative proposals based on analyses of the application of economic instruments in the field of municipal waste management and circular economy, at national level, aimed at improving tariff and financial mechanisms applied in Romania, in order to achieve circular economy targets, drawing on successful models implemented across the European Union.
