Project Management Principles Applied by EPMC Consulting
Infrastructure project management is a dynamic process that involves planning, organizing, monitoring, and controlling all aspects of a project, as well as motivating all stakeholders to safely achieve the project objectives within the agreed timeframe, budget, and performance criteria.
The implementation of an EU-funded project requires continuous interaction between the Managing Authority and the Beneficiary. The consultant’s role is to provide managerial support to ensure effective project governance and successful completion.
Our team ensures:
- Fulfilment of all obligations set out in the financing agreement;
- Ongoing communication with the Managing/Financing Authority and the relevant regional bodies;
- Development and implementation of an appropriate system for tracking, monitoring, and reporting the progress of services and works, both during the execution phase and throughout the warranty period, in full compliance with the financing agreement requirements and the MySMIS2021 information management system;
- Periodic site visits to assess the progress of works contracts, identify any irregularities or deviations from contractual provisions, and prepare substantiated opinions and reports;
- Verification of periodic reports submitted by contractors;
- Technical review of documentation prepared by contractors: For design–build contracts, contractors submit technical designs, building permit documentation, and detailed execution drawings for approval by the Beneficiary. For execution-only contracts, contractors submit detailed execution drawings for works requiring site or equipment-specific adjustments, as well as supporting technical documentation for any proposed contract modifications. The consultant prepares structured technical review reports for each submission;
- Support in preparing reimbursement and payment claims, as well as the letters of clarifications and formal positions in cases where the financing authority declares certain expenditures ineligible;
- Comprehensive contract management for all project-related contracts and preparation, at the required quality standard, of all reports, notifications, and draft addenda to the project financing agreement.
