CLIMATE CHANGES – FLOODS MITIGATION
EPMC Consulting has acted as consortium leader or partner in the framework of associations in the in contracts for preparing feasibility studies, funding applications (complete files including institutional analysis, CBA, climate change analysis, EIA, water body impact studies etc.), technical projects, and procurement documentation, for investments whose purpose are reduction of the risk of natural disasters caused by hazardous hydrometeorological phenomena, also exacerbated by climate change.
CLIMATE CHANGES – COASTAL EROSION MITIGATION
Coastal erosion along the Romanian Black Sea shore represents a significant environmental risk. Without concrete intervention measures, the retreat of the shoreline could have generated severe environmental, social, and economic impacts.
The major project implemented by the National Administration “Romanian Waters”, “Reduction of Coastal Erosion – Phase II (2014–2020)”, under which EPMC Consulting provides technical assistance services for the supervision of design and construction works for all 11 contracts, constitutes both a major challenge and a valuable opportunity to contribute to Romania’s efforts to combat coastal erosion at the Black Sea and to protect tourism, private property, marine biodiversity, and wetland ecosystems in the area.
Within this project, with a total value of RON 3,805,641,720.80, EPMC Consulting acts as the Supervisor (Engineer/Construction Supervision Consultant), ensuring the successful implementation of the investments and compliance with the conditions of the public financing secured by Romanian Waters. Our role is to support the successful completion of the works contracts in terms of quality, cost control, and time schedule.
EPMC provides works supervision services aiming reducing effects and damages to the population caused by natural phenomena associated with major risks worsened by climate change, mainly floods and coastal erosion.
ENERGY EFFICIENCY & DISTRICT HEATING
- Provision of technical assistance to the Project Management Unit and the Project Implementation Unit in the effective management and successful implementation of the project, in accordance with the provisions of the financing contract, including the development of the Procedures Manual for both the Project Management Unit and the Project Implementation Unit;
- Review of the district heating system strategy and update of the Master Plan;
- Provision of technical assistance in the design and implementation of public information strategies related to the rehabilitation of the district heating system, including advertising and communication services.
RENEWABLE ENERGY
Despite the European and national policy framework supporting investments in renewable energy, aimed at combating climate change and increasing energy independence, the success of any project requires identifying solutions that ensure the functional components of the proposed investment are aligned with landscape integration and environmental protection principles. In this context, our company can provide the following services:
- Preparation of funding applications for non-reimbursable financing;
- Project implementation support services;
- Technical consultancy for the selection of optimal investment locations, ensuring compliance with both technical and environmental criteria (biodiversity, landscape integration, human communities, etc.);
- Preparation of studies required for obtaining environmental regulatory approvals (environmental opinion, environmental permit, environmental authorization, Natura 2000 approval).
SOIL – CONTAMINATED SITES
- Identification of potentially contaminated areas, laboratory sampling and testing, identification of the required physicochemical indicators to be analyzed by authorized/accredited laboratories; based on laboratory results, mapping of contaminated sites within areas affected by similar pollution types;
- Identification of remediation methods and adaptation of these methods to site-specific conditions and pollution characteristics; integration of physicochemical analyses and remediation solutions into the funding application documentation (funding application, feasibility study, technical design, and documentation required for obtaining permits specified in the Urban Planning Certificate);
- Specialized consultancy for the implementation of public procurement procedures related to works contracts (execution of decontamination works) and contracts for works supervision services.
