Services for evaluating funding applications – technical, economic, and legal evaluation of funding applications submitted under funding programs managed by AFM; clarifications regarding the evaluation method of funding applications throughout project implementation; Formulation of opinions regarding appeals submitted/issuance of positions on specific topics (framework agreement).

Services:

The AFM programs under evaluation are:

• Program for increasing energy efficiency and smart energy management in public buildings;
• Program for public lighting;
• Program for building bicycle lanes;
• Program for water supply and sewerage;
• Construction of waste recycling facilities to achieve recycling targets under the circular economy package (program funded through PNRR);
• Program for reducing energy consumption in households;
• Program for electric vehicle charging stations in localities;
• Program for the protection of wild fauna species, through the installation of equipment and/or devices such as electric fences or other legally permitted means, to reduce conflicts and minimize damage caused by wild animals;
• Program for the Rabla for stoves;
• Program for promoting the renewal of the national fleet of self-propelled tractors and agricultural machinery;
• Other programs implemented by AFM similar to those listed in terms of funding documentation.

Beneficiary: Brașov County Council

Services: Preparation of the documentation required prior to and/or forming an integral part of the funding application for accessing funds under the POIM 2014–2020/PDD 2021-2027 programs, respectively ensuring project management and technical assistance until the completion of project implementation and of the service delegation procedures.

Beneficiary: Olt County Council, Romania

Services: Consultancy services and Technical Assistance for Securing Non-Repayable Funding for the Investment Project “Complementary Investments to the Integrated Waste Management System (IWMS) in Olt County”: waste composition studies; studies on the collection potential of bio-waste; hydrogeological, geotechnical, topographic and flood risk studies; technical expertise of existing constructions and installations; preparation of the feasibility study; support in drafting the funding application form, including all annexes; assistance throughout the evaluation process of the funding application until the signing of the financing contract; support in preparing the tender documentation for the project contracts; assistance during the implementation of the procurement procedures.

Beneficiary: Compania de Apă Târgoviște – Dâmbovița S.A.

Under the technical assistance services, EPMC Consulting supports COMPANIA DE APĂ TÂRGOVIȘTE – DÂMBOVIȚA S.A. in carrying out the following services:

1. Technical assistance for project management, including::

• Specialized support for the Project Implementation Unit;
• Assessment and updating of the GIS system for water supply and wastewater systems;
• Assessment and updating of the hydraulic modelling system;
• Assessment and development of the water loss detection management system within water distribution networks and reduction of infiltration in sewerage networks;
• Updating the Strategy and Action Plan for the management of industrial wastewater;
• Updating the Strategy and Action Plan for the management of sludge and residues from wastewater and water treatment plants;
• Updating the revised Master Plan;
• Preparation and implementation of the project’s awareness campaign.

2. Supervision of works contracts, including:

• Activities during the pre-construction phase;
• Activities during the mobilization period of works contractors;
• Activities during the execution phase;
• Activities during the taking-over at completion phase;

Beneficiary: ECOAQUA S.A. – Călărași, Romania

Provision of qualified support to the Regional Operator ECOAQUA S.A., specifically to the Project Implementation Unit, for managing the implementation of the Project financed under POIM 2014–2020 (Phase I) and PDD (Phase II), and for ensuring information and communication activities related to the Project, in accordance with the applicable regulatory and contractual framework:

• Providing consultancy services throughout Project implementation for the administration and fulfilment of the requirements set out in the Financing Contract;
• Supervising the implementation of Project investments in compliance with the contractual conditions concluded between the Regional Operator and the contractors and suppliers;
• Developing water sector data management systems enabling the Regional Operator to properly manage the infrastructure and deliver water and wastewater services at the established quality standards;
• Providing specialized support for the implementation and updating of sector-specific strategies to ensure the continuation of the relevant measures;
• Updating the medium- and long-term investment plan to continue the development and efficiency strategy of water and wastewater infrastructure within the extended operating area of the Regional Operator;
• Implementing awareness measures for the Project, in accordance with the obligations assumed by the Regional Operator, the Visual Identity Manual for Structural Instruments in Romania, the PDD 2021–2027 Visual Identity Guidelines, and the provisions of the Financing Contract.

Objectives: Supervision of works for the completion of the Sarbi, ecological landfill in order to ensure the General Contractor’s compliance with contractual provisions, as well as adherence to applicable legal provisions, approved technical designs, and specific technical specifications.

Asistență Tehnică pentru supervizarea execuției lucrărilor din cadrul Proiectului „Reducerea eroziunii costiere, FAZA II (2014-2020)”; proiect finanțat prin POIM 2014-2020, Axa prioritară 5; Beneficiar Administrația Bazinală de Apă Dobrogea – Litoral; Lider de asociere.

Services: EPMC Consulting acts as Lead Partner of the Consortium providing:

• technical assistance for supervision of design and works execution;
• site supervision services (Engineer);
• monitoring of quality, costs and timelines;
• verification of compliance with technical requirements and POIM financing conditions.

As the Engineer, EPMC Consulting ensures proper implementation of the investment and effective use of public funds, contributing to the successful completion of all 11 works contracts.

Services:

• Efficient project management for the implementation of the project in order to achieve the overall objective and the specific objectives of POIM 2014-2020, as assumed by the Regional Operator under the Financing Contract.

• Ensuring works supervision from both qualitative and quantitative perspectives.

Services: preparing financing applications and funding thermal rehabilitation projects for of 10 housing buildings.

Beneficiary: Timișoara Municipality, Timis County, Romania

Services: Provision of consultancy services for the preparation of the technical and economic documentation required under the Applicant’s Guide for the Large Infrastructure Operational Program 2014–2020 (POIM), Priority Axis 7 “Development of Environmental Infrastructure under Efficient Resource Management Conditions”, Specific Objective (SO) 7.1 “Increasing Energy Efficiency through the Modernization of Centralized Thermal Energy Transmission and Distribution Systems in Selected Cities”, as well as the preparation of the technical specifications (Terms of Reference) in compliance with the applicable legislation and technical regulations in force.

Services:

• Preparation of the funding application for the expansion of the drinking water and sewage network in Cluj and Sălaj counties, within the major project “Regional project for the development of water and wastewater infrastructure in Cluj and Sălaj counties, in the period 2014-2020” – final beneficiaries are the residents of Cluj and Sălaj counties in the operating area of the Regional Operator;
• Identification of funding opportunities and verification of eligibility conditions;

Development and approval of the integrated management plan for the Jiu River Basin/Corridor – development and approval of the Integrated Management Plan for the Protected Natural Areas of the Jiu Corridor, the Jiu-Danube Confluence, Bistreț, the Drănic Fossil Site and the Zăval Forest, within the project “Integrated Management Plan, information and awareness for the areas ROSCI0045, ROSPA0023, ROSPA0010, IV.33 and 2391”

• Inventory of species and habitats existing in the targeted areas – inventory of 164 species (130 bird species, 3 flora species, 9 mammal species, 3 amphibian species, 12 fish species, 7 invertebrate species) and 18 habitats;
• Development of distribution maps of species and habitats of community/national importance within the protected areas – 1 land use category map; 164 species distribution maps and 18 habitat distribution maps; 1 GIS database;
• Assessment of the conservation status of species and habitats of community/national importance – assessment of the conservation status; implementation of conservation measures for 164 species (130 bird species, 3 flora species, 9 mammal species, 3 amphibian species, 12 fish species, 7 invertebrate species) and 18 habitats; implementation of a Monitoring Plan for 164 species and 18 habitats;
• Development of the Integrated Management Plan for the areas of the Jiu Corridor, the Jiu-Danube Confluence, Bistreț, the Drănic Fossil Site and the Zăval Forest;

Services:

• Support in the management of the financing contract – supporting the Beneficiary in fulfilling the reporting procedures established by the SOP Environment;
• Strengthening the technical and financial capacity of the Beneficiary – developing the operational procedures manual for the PIU, the PIU organization chart and job descriptions, a training program adapted for both the PIU and the ADI; supporting the Beneficiary in fulfilling the requirements of the grant contract; supporting the Beneficiary in preparing the phasing application and reviewing the initial SOP Environment funding application;
• Reviewing the General Estimate and related documents;
• Reviewing the project documents/updating, if necessary, the analysis of system options and advising on the optimal solutions for institutional and operational arrangements, the pricing/charging system that will ensure a performance-based integrated waste management system;

• Technical assistance for the implementation of efficient management and supervision – development of the operational procedures manual for the UIP, the UIP organization chart and job descriptions, a training program adapted for both the UIP and the ADI; supporting the Beneficiary in fulfilling the requirements of the grant agreement;
• Technical assistance for the supervision of the works;
• Support in the development of the documentation necessary to obtain all Licenses, Approvals, respectively Construction Authorizations (including those for the conduct of environmental procedures);
• Support in the development of the award documentation (including contracts, sanitation regulations and performance indicators for service operators) and during the evaluation and award of private operators for collection and transport services and for the operation of specific facilities and the landfill;
• Technical assistance in the development and implementation of the public awareness strategy and campaigns on waste management that targeted the general public in Sibiu County (www.sibiulrecicleaza.ro).

Beneficiary: National Company of Motorways and National Roads of Romania S.A., Romania

The temporary hazardous waste landfill “Fata Dealului”, Moldovenesti, Cluj county, was built for the temporary storage of soil contaminated with HCH and Hg, excavated from the Brasov-Cluj-Bors highway route, sector 2 B, km 10+ 500.

Services:

• Identification of the funding source for the decontamination of soil contaminated with hexachlorocyclohexane (HCH) and mercury resulting from the release of the Brasov-Cluj-Bors highway site, sector 2 B, km 10+ 500 and temporarily stored in the Fata Dealului landfill;
• Preparation of the project financing within the Sectoral Operational Program for the Environment – Priority Axis 2 – Development of integrated waste management systems and rehabilitation of contaminated historical sites – Major Intervention Area 2.2 for the investment “Decontamination of contaminated soil temporarily stored in the Fata Dealului landfill, Moldovenesti, Cluj county Cluj”.

Beneficiar: Bacau Municipality, Romania

Services: Ensuring efficient management in the implementation of the project by providing technical assistance and managerial support to the Project Management Unit within the Beneficiary’s organizational structure in order to successfully implement the Project.

Beneficiary: Hunedoara Municipality, Hunedoara County, Romania

Services: design of the rehabilitation of the Hunedoara industrial site and its preparation for new activities, to support the regional and local business environment, in accordance with the financing of the ROP 2007-2013, Priority Axis 4, Intervention Area 4.2 – Rehabilitation of polluted and unused industrial sites and preparation for new activities.

By implementing the project Rehabilitation of the Hunedoara industrial site and its preparation for new activities, the result is decontamination of a historically polluted site as a result of steelmaking activities carried out in the past, preparing 20 ha of land from the former Steel Plant and creating a Business Support Structure that would allow attracting investors and, last but not least, the socio-economic development of the area by increasing the number of employees, decreasing the number of unemployed and increasing income/capita.

Beneficiar: Călan municipality, Hunedoara County, Romania

Services:

• Decontamination of an industrial site in the city of Călan (the platform of a former steel plant contaminated with tar and heavy metals), area of 20 ha and development for future economic activities.
• Preparation of the funding application, the Feasibility Study, the Marketing Plan, the topographic and hydrogeological studies, the analysis of the level of soil and water contamination, obtaining all approvals and preparing the financing file for the Project – by the Regional Operational Program 2007-2013, DMI 4.2;
• Preparation of the Technical Project and all the documentation required in the design stage (documentation for demolition authorization and construction authorization etc.), including the technical specifications for procurement of the works contracts;
• Technical assistance from the Designer provided throughout the works. The project was completed in 2015.
